IBU Anti-Doping Hearing Panel: Suspension of 18 months for Margarita Vasileva

The Anti-Doping Hearing Panel of the International Biathlon Union has issued its decision on the case of Russian biathlete Margarita Vasileva, who was alleged to have missed three doping tests in a period of 12 months.

After duly deliberating the facts the IBU Anti-Doping Hearing Panel rendered the following decision:

Ms Margarita Vasileva is found guilty of an anti-doping rule violation in the form of a whereabouts failure according to Article 2.4 IBU ADR, which defines the ADRV as “any combination of three missed tests and/or filing failures (…) within a twelve-month period (…).”

The panel took into account the athlete’s degree of fault and reduced the otherwise applicable period of ineligibility from two years to 18 months, according to Article 10.3.2 IBU ADR. The period of ineligibility starts with the day of the pronouncement of this decision, 17 September 2019.

Furthermore, the panel ruled that Ms Vasilyeva´s competitive results since 4 February 2019 are disqualified. The parties now have 21 days to appeal the decision to the Court of Arbitration for Sport (CAS).
